When filtering the roles, you should only be able to see users assigned to that particular role.

For example, when you  filter the Editor role for Photography, these are the users that should show:

Important Note: Remember that the user needs to clock in first. If you don't see a particular user in there, chances are, they haven't clocked in yet.
